The ground begins to rumble beneath you. You hear some high-pitched, tentative barks, followed by the scrabbling of excited young paws across a wooden floor. You hear Graddam exclaim, with a note of surprise: Why hello, little friends! There is a tremulous howl of response as the animal healer bends down to examine the new arrivals, making note of their different characteristics. BeasT shouts: woot It seems something has brought a new energy and friskiness to the world's canines, which, with time, will also bring... puppies. Butters shouts: OMG PUPPIES The rumbling fades away. You feel the world has gotten cuter. BeasT shouts: woof NEWT shouts: i knew this winter was unseasonably warm, but i was not expecting spring

Okay so this is a paldin project, so there's no helpfiles about what the heck it is, let alone how it works. Using the world storm as a hint though, I checked with graddam:
You say: puppies > Graddam says: If you have the patience and are up for the challenge, breeding to enhance certain qualities in pets might be very rewarding. Breeding and nurturing puppies can be hard work and not for everyone, so I have some mixtures that will help a ranger decide when the time is right. say mixture You say: mixture > Graddam says: I can help rangers avoid unplanned litters. I have a mixture that will alter your wolf or other canine, and avoid the possibility of breeding. I do also have a remedy to restore your pet's ability to breed once you are ready for pups. I will need you to provide the ingredients. say ingredients You say: ingredients > Graddam says: For the mixture to prevent breeding I need crab meat, a nightshade and a yellow potion. For the fertility restoration remedy I need one raw fish, a handful of nuts and two mandrakes. I also charge a fee for my work.
So it sounds like your canines can (though some action or another) have a litter of puppies. No idea how, I would guess by hanging around the opposite sex and waiting? maybe another ranger npc sells a love potion? Also no idea how large the canines have to be, if they have to be the same species, what qualities get passed over, if it has any gameplay effect or just descriptive effects, etc. Like other paldin projects it seems that time will be a factor in this too.
EDIT: Looks like it doesn't take too long after all! Swifteye just bred a wolf and a fox together and got a litter of puppies. Picking through what was said third hand:
-You see messages when the wolves are feeling frisky -You just put em in a room together and wait -Eventually they go off together? -Dog comes back preggers, you can see preggers description when looking at them -Gives birth to a puppy, anyone can tame them. I thought there would be a litter, only 1 was born this time though

A few things I've learned:
There are now 'genetic traits' that each puppy has(puppies are the result of 2, very large level 2, canines breeding) 4 traits in the first generation, and the objective is to breed more traits into each generation of puppies, ending up with a puppy with 16 traits at max, and then raise THAT canine to be your final one. I'm unsure if it is all bondable tames now have traits or not, but the new puppies do. We have a new 'compare' command and that is how you see the traits your pet has. The puppy color is somewhat affected by the parents' colors. And each generation of puppies you grow will grow faster and faster; to paraphrase Calvin: 'otherwise it'd take you 2 years of real life time to get a fully grown wolf, and who's gonna do that?'. Well put, Calvin. I may be completely wrong, I'm just reporting an overview of some of what I've been told, for others' possible benefit. These new fangled pets are intricate! Oh, and it would appear that the puppies bond as soon as you tame them. Again, time saver.

The 17 traits are as follows:
Alertness, Appetite, Brutality, Development, Eluding, Energy, Evasion, Ferocity, Fortitude, Insight, Might, Nimbleness, Patience, Procreation, Sufficiency, Targeting, and Toughness
And the 'levels' they can be at are described as thus:
very inferior, inferior, slightly inferior, marginally inferior, barely inferior, similar, barely better, marginally better, slightly better, better, much better.
You must breed all the traits into your pet, THEN you can choose to continue breeding higher and higher trait levels into it, seemingly able to end up with a pet with 17 traits all at 'much better', or so it would seem. I also just recently was told by someone that their 7th generation grew from first tamed to very large2(breeding size)in 6 hours, meaning that each generation 100% for sure grows faster(thank GOD as otherwise it would take years to get a fully traited, leveled pet).

Although, now that I revisit this, the slightly/marginally may very well be reversed for each...makes more sense.
