Seems like the most obvious choice for a shifter is simply Orc and Elf. All of the other choices don't really make sense for their playstyle/abilities.
Orc: 16 str, 16 dex, 13 int, 17 con, 13 wis
Elf: 13 str, 17 dex, 17 int, 14 con, 14 wis
Orc loses 1 dex and gains 3 strength. So they dodge ever so slightly less and hit ever so slighty less often. But in return they should do a decent bit more damage.
Orc has 3 more con and eat/drink a little bit more, and heals hps slightly faster than the Elf.
Also there was a good post on the boards by Oark, who showed that 13int, and 13wis is the same as 2.2 sps recovered every 11 rounds.
An Elf with 17 int, 14 wis, recovers 3.96 sps every 11 rounds.
So what's the better choice?
It doesn't really appear that strength does much if anything at all for shifters. It seems like their forms ovverride their strength bonus to unarmed, because you'll notice your damage only increases when you learn a new form.
Doing the math, an Elf gains 648 sps in 1 hour... and Orc gains 360 sps in 1 hour.. this doesn't account for the drain from your form either.
Both numbers are actually kind of pathetic in terms of sps regeneration. So in that regard, I guess Orc wins because although they need lots of Relaxed Mind Traits, they have +3 Str and +3 Con vs the Elf's +1 dex?
Orc can eat more, drink more, heal slightly faster, and possibly does more damage? while Elf only regenerates sps slightly faster but hits a little bit more and dodges a little better?

Spent a few hours and did the rest of the math.
In 1 hour time, fighting there are 1800 potential rounds of combat possible.
If by using a low-ball amount of only 1 more damage gain from an Orc's +3 strength over an Elf, you will gain more damage in that 1 hour of combat, than an Elf gains by having a few more breaths.
Most people don't really care about seeing the math, and unless someone really, really wants to see it... Choose Orc if you want to have the best race for a "Combat-orientated" Shifter.
It is by far the best Drakon, Treant, and Xaerre.
Elf if more convienant simply for idlers. But an Orc will outclaim, and pull more xp-per-hour than an Elf or any other race, if played by the same person, using the same route.
