000-015 light staff 015-030 quarterstaff 030-040 snake staff 040-055 white iron stick 050-100 carved staff, staff of azakath
this progression has been working pretty good for me, and i am skilling at a very decent rate.

i got an orc cleric with 73 staff, and i use mainly carved, and hit pretty fine, bo weirdly seems to hit less than tetsy, and sucks hard balls for damage. but tetsy is sweet. never tried azy.

i would have to say that as a tank, i would definitely use a 1-handed weapon so you can also use a shield to block. for a high level cleric with high staff, use carved or azakath. as a basher, imo, there is nothing better than a tetsubo to hit with. you also skill with it at a decent rate too.

How does staff raise in comparison to club? and how do you feel the damage is in comparison.

With Therapy, I started staff with strong branch until 15 or so and then switch to quaterstaff until the 30 mark then used rosewood staff and white iron stick. Once I hit 50-odd I used carved. Now at 74 staff and hitting quite nicely but it's starting to go fairly slow at skilling. Prolly a couple 100k exp per skill.

in comparison of skill raising from club to staff...
i find that club flew for me. i got 100 club in pretty much no time at all. in the 90s, club does very noticeable damage, when in comparison to staff.
the way i compared it was this.. i did a solo run using the same eq, same heals, same kills, etc with an hjem. then, i tried the same run with a carved staff. finally, i did the same run with mstar. club was the obvious damage leader, with mstar coming next. i'm sure staff would have done a bit more damage if i had used azakath, but it was not available to me at the time.
if you want to do damage as a cleric in your party, use club. if you want to skill fast as a cleric, use club. if you want to raise a skill just to raise a skill, THEN try staff. it's not a bad skill, it's just not the greatest.

Another reason to raise staff as cleric is if you planned on eventually transferring to mage, as it carries over quite nicely, I believe, and a number of people have taken this route rather than raise it relatively painfully as a mage (no shield to hide behind, no gods given' up the healing action and all that ).

Club is still better as the primary weapon for clerics.
