i dont know if it's understood amongst players who know what they are doing, but for all intensive purposes i have found a bugbears rapier to be utterly useless. i never hit with it. on the other hand at 30 skill, i got 3 skills in under 20 minutes with a ceremonial rapier. granted i had 1 point in skill focus

As for traits, i was wondering if you maxed relaxed mind would it offset the drain from alert combat? So far i have:
| Hard skinned | 1 | 10 | 19 points short. | | Skill focus (rap) | 1 | 5 | 22 points short.
I dont know other good rogue traits to do. i would imagine weapon expert rapier would be good.

Does it help to have skill in knife when using alert, or does the damage not matter on skill?

No, knife skill has nothing to do with how much damage your alert attacks do. The things that effect alert damage is your choice of secondary and your alert ability, possibly also your strength. My favourite non-unique secondary was always "a sai". It's light, it's a cool weapon, gives good parry/riposte bonus and there's almost always a few in shops.
An advice would be to kill stuff that you can easily trip. Opponents that are lying down are much easier to hit and won't hit you as hard. As a low/mid level rogue I think your sps should be used more on trip than on alert.
Also, start working your archery ability with a bow. Your ability in archery will decide the damage your bow puts out and your skill in marksmanship (which raises fast for a rogue) will decide how often you hit. The archery ability goes fast to max out and does damn nice damage when at 100. Look for a dark bow or a great bow. They are the best non-unique bows.
One thing you should try out, when you've raised your seclusion and stealth a bit is the bowstacking mode. I'm not sure how well this works these days but I know I've used it after the change and it worked quite well (there was a bugfix made to prevent rogues from killing everything in the mud without getting hit when killing like this). Here's what you need:
A bow Plenty of quivers full of arrows. Buy arrows from Brannon or Marika.
Noow, let's say you want to bowstack the Unicorn in Fub's fortress (7n, 2e, n, all w, s, e), this is how you do that shit:
Stand in the room west of the Unicorn and set up the following aliases:
alias nt nick target nt unicorn alias 1 nock arrow alias 2 hide alias 3 east alias 4 emerge alias 5 shoot target alias 6 take arrow alias 7 west
Press the aliases from 1-7 as fast as you can. You can shoot one arrow each round so when you've done 1-7 one time, wait 1-2 seconds before you start pressing 1-7 again.
Remember to use the charcoal from rogue hall for + to seclusion and the footpads for + to stealth. I would advice you to get seclusion and stealth up to 60 before you attempt this, and also get your archery up to 100.

is there a skill requirement to start skewering, or is it strength?

Well, i must put my 2 cents in...First if ur a orc rogue...switch to a cb or ss or even ls....It might take longer to skill....but, instead of some giant sized needle pricking your opponent to death u could get a few slashs/hews in there. Now i will say that a rapier is fun for tanking cause u can parry so much better, however i find u can get some decent other weps with dam good parry nowadays too. also...someone mentioned using a sai...well sai is a lil outdated these days...sorry to say....u can use if nothing else...however sharp butcher's knife or main gauche give a better bonus and are generally in shop somewhere...simply punch in secondary alert bonus for aa on a google and u could find many lists of em. sure theres other things to mention but...thats my 2 cents.
