What items can not be stolen than should be thematically speaking?
Also, discuss things that are out of theme on the flipside such as the pocket worm (who carries around a living worm that can somehow BITE people other than yourself?)
Wolves seeing hidden rogues 100% of the time is just plain dumb. They should be calculated just like a player. Why does it seem like rangers are getting tons of anti-theft gadgets compared to the general populace? Ogre scalps should be stealable as long as they can be put into a pack.
(Moving from the Specific Area board where the topic was strayed from into theft of ranger items).

i loved it when i was lurking at the bears' chutes. there would be like 3 or 4 bears hanging out when a wolf would sniff the air. damn! you shoulda seen them scatter! funnyschit. but, on a serious note: ranger underwear. ok, more serious: wolves should not see a maxxed L19 rogue everytime, unless it is a maxxed gigantic. that's complete crap (hence, the underwear). damn, i keep saying underwear.
worms are not in theme, true. but, they can be worked around. items that are unstealable (such as ranger underwear) can't be worked around.
so, code me some ranger underwear that can be stolen. good point if i do say so myself. underwear. hahaha. hrm.

90% of ranger made items...pelts, packs/sacks. never tried pouches or stoles or that sort of thing.
SALT is too bulky to steal, as well as packets of smokes.
no scalps are stealable. including player scalps because people's panties got wadded when people stole their bounty scalps.
unworn packs/sacks are too bulky to steal
not to mention theft is way inconsistent example player 1 has just a pipe in their inventory. i steal it
player2 has a full load of gear on, 3 packets of parky, and a pipe in inventory can't steal pipe due to not enough in inventory
player3 has a full load of gear on, lots of unworn eq, and glimmer. can't steal glimmer due to not enough in inventory
player4 has a ton of unworn uniques. can't steal a zarkan ring due to them watching it too carefully, but can steal a gammy.

more inconsistencies with theft, dealing with once you get glanced either by a worm or natural causes.
player1 catches you on your first attempt(no worm). try to steal from that player again, and it says they are too wary.
player2 catches you on your first attempt(no worm). try to steal again and you get your item.
player3 catches you with worm. for every attempt for the next few mins you get glanced.
player4 catches you with worm. you succeed in the next attempts.
player5 catches you with worm. they become too wary for you to steal from.

Theft is being looked at. Hopefully the issues should be ironed out as quickly as possible. I'm hoping someone with much higher access than me can fix them nice and quickly 'cause if I have to do a rewrite it'll take forever for me to get it implemented.

i never realy knew/bothered to know, if you see someone stealing from someone else you can bounty them? even if you didnt get stolen from in the first place?

If you are a witness to the act, you can file against that rogue with Dibbs. Sometimes the rogue may see you notice him doing these acts, sometimes the rogue won't know he's been noticed. Also, an attempted act is consequated the same as a successful one.

You attempt to steal a pocket worm from Myr. You feel something nibble your finger.(NOTE: not the bite message)
5 seconds later i'm pulled out of hiding and i get the glance message.

The nibble preceeds the bite, it is actually a kind of "warning". Following the warning you have a time between like half a second - 5 seconds to get the hell out of there or else be caught.
